On Friday December 19, U.S. District Judge Mary McElroy has given a verbal ruling that the FY 2024-2025 Notice of Funding Opportunity (NOFO) is currently in effect.
This ruling comes after HUD’s decision to rescind the FY24-25 NOFO with the issuance of the FY2025 NOFO on November 13th. HUD then rescinded that NOFO on December 8th. The Agency has now released a new FY 2025 NOFO at 11:36 pm on Friday, December 19th – hours after the hearing where Judge McElroy gave her ruling.
HUD stated the following in their announcement on Friday:
The Department of Housing and Urban Development (HUD) is issuing this Notice of Funding Opportunity (NOFO) for the 2025 Fiscal Year for public review. HUD understands this NOFO to be enjoined pursuant to a preliminary injunction entered in State of Washington, et al. v. HUD, No. 1:25-cv-00626-MSM-AEM (District of Rhode Island), and National Alliance to End Homelessness, et al. v. HUD, No. 1:25-cv-00636-MSM-AEM (District of Rhode Island). HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.

HUD has given local CoC's the opportunity to locally review, assess, score, then and rank renewal CoC projects for performance and compliance with the CoC Interim Rule at 24 CFR 578.
During a Board meeting held on July 16, 2025, the Westchester CoC Board approved a Ranking and Review Process with objective performance measure criteria by which to review, score, and rank renewal projects. This document was amended by the CoC Board on November 19, 2025 to conform to requirements in the FY2025 NOFO released by HUD on November 13, 2025

The Westchester County CoC is soliciting Requests For Information (RFIs) from eligible partner agencies to be included as subrecipient providers in the application to HUD for
· Transitional Housing (TH) projects, which may be awarded by HUD through the FY2025 Continuum of Care (CoC) Program competition. Proposals due December 8.
· Supportive Services Only (SSO)) projects, which may be awarded by HUD through the FY2025 Continuum of Care (CoC) Program competition. Proposals due December 8.
A portion of both TH and SSO project funding will be used for proposals for projects dedicated to serve Survivors of Domestic Violence (DV).
· CoC Renewal Projects which will be reviewed and ranked for possible inclusion in the FY2025 CoC Program competition for renewal funding. Renewal Notifications due November 26 from current FY2024 CoC grant recipients only.

Local Westchester CoC FY2025 Competition Project Application Deadlines
The FY2025 NOFO for the Continuum of Care Program Competition was released on 11/13/25. Per NOFO section V.A.1. the Westchester CoC must design, operate, and follow a collaborative process for the development of the application in response to the NOFO. As part of this process, we must establish internal competition deadlines as outlined below:
(1) Renewal Notices. In order to be eligible for FY2025 CoC Renewal review, ranking, and funding this form must be submitted for each CoC project renewing in 2026 by emailed by 2 PM on Wednesday, November 26, 2025
(2) Project Applicants. All project applications are required to be submitted to the Westchester CoC through e-snaps no later than 7:59:59 p.m on December 15, 2025 (no later than 30 days before the application deadline to HUD).
(3) CoC Notification to Project Applicants. The Westchester CoC will notify, in writing outside of e-snaps, all project applicants who submitted their project applications to the CoC whether their project application(s) will be accepted and ranked on the CoC Priority Listing, rejected, or reduced by the CoC no later than 7:59:59 p.m on December 30, 2025 (no later than 15 days before the application deadline to HUD).
Where a project application is being rejected or reduced, the Westchester CoC will notify the project applicant, in writing outside of e-snaps, with an explanation for the decision to reject or reduce the project application.

Westchester CoC Board ranks renewal CoC projects
On December 17, 2025 the Westchester CoC Board provisionally approved the results of the CoC renewal project ranking process (subject to re-release of a FY2025 CoC NOFO and terms within). The ranking results are available for download by clicking on the image below. 9 out of 13 renewal projects were Accepted for renewal; the 4 lowest ranked Permanent Housing projects were Rejected and funding for FY2025 was reallocated into new projects to comply with the HUD’s restriction limiting PH project funidng to 30% ARD.
7 new TH projects and 3 new SSO have been approved and ranked by the CoC Board (in addition to the CoC Planning project which is not ranked) according to Board scoring of their responses to the CoC Request for Information and placing TH projects above SSO projects.

The Westchester CoC received eight responses to the local RFI released due December 8 for FY2025 CoC Transitional Housing projects and three responses to the local RFI released due December 8 for FY2025 CoC Supportive Services Only projects.
One Transitional Housing was deemed ineligible and not ranked because the project included activities non-compliant with HUD Transitional Housing regulations.
